The purpose of the rubber is to keep moisture from entering the mounting holes. We recommend using a dab of silcone or RTV sealant when installing the clips.     To correctly install the clip, place the tabs on the back of the clip into the square hole in the body panel. Using a pair of suitable pliers, squeeze together the 2 small tabs on the front of the clip.
